It is totally dependent upon what you want out of your career, A master's degree helps in profile diversification and adds up to your resume which includes higher pay. I'd recommend definitely going for it but if money is not a contributing factor in your life right now take a year break and concentrate on CAT.

As you belong to SC Category, you can take admission in government colleges, if you have good rank in JEE Main. NCC certificate are not considered in engineering colleges.

You should take the decision as per your interest, comforts and future goal. Since you have already pursued B.Sc. In Nursing field, so it will be easy for you to continue your studies in the same field. If you opt for MBBS field now, all the three years of B.Sc. In Nursing will be a complete waste since MBBS is different from nursing. However, if you want to pursue MBBS then you should go for your goal. It totally depend on your capability and on your hard work and also on your luck to some extent to try for CAT once again if you are sure that you can clear CAT and score 99 percentile and can take admission to IIM then surely go for it.

Firstly prefer govt colleges by giving jee mains and advance. If u clear it then its good otherwise don't loose hope their are many good orivate colleges. Go for vit,kiit, srm, MANIPAL,.
