Hi,
You can compare the colleges you have shortlisted or yet to be shortlisted. If its IIM, ISB, XLRI and the top ranking ones you may consider an MBA in itself. However, if you get into a top ranking university in Canada you should consider the second option for better prospects globally. Remember ISB and IIM are listed in the world rankings and globally reputed.

There are multiple ways to enter into HR. The preferred UG degree is either a Bachelor's degree in business management such as BBA or BMS, even BA in other subjects will do. The best combination work is a BA psychology although not mandatory and MBA / PG program from a good institute like TISS, Maharashtra Institute of Labour Studies-Parel for Master of Labour Studies, XLRI, Symbiosis, NMIMS and other top 20 B-Schools.
