Hi there,
It is the certificate issued by your respective board stating that you have passed their respective exams. In most cases, mark sheet and pass certificate are two different documents. Some cases are there where both the documents are same, i.e, the mark sheet is your pass certificate. This has to confirm with the respective board in which you have given exam.

No, any of the Government College does not give the admission on the Basis of class 12th marks for B.Tech Engineering. You have to give Entrance exam and score good marks to get the Government colleges.

Yes, you can definitely get admission for B.Tech Food process and Engineering with 254 marks in PCB. Last year, the Cut-off for this course is 75%.

Yes, you can apply for joining Merchant Navy, but only 10+2 Science in PCM is not the only demand for joining Merchant Navy. For it, you should also fulfill some other eligibility criteria for joining Merchant navy. So I have put here the eligibility criteria for it.
