If both the colleges are affiliated by the same university, by giving valid reasons, you can transfer your college. If both are affiliated by different universities, then you can't get a transfer from your college for the 2nd year.

As far as my knowledge goes, none of the Indian Universities have any BFA degree course that is offered via the Distance Education Mode.
