No, you cannot pay the JoSAA counseling fees in the reconciliation date. The reconciliation date is the last date to report any errors in your seat allotment. After this date, you will not be able to make any changes to your choices or pay the seat acceptance fee.
The seat acceptance fee is due on the same day as your seat allotment. You can pay the fee online through the JoSAA website. If you do not pay the fee by the due date, your seat will be forfeited.
The refund policy for the seat acceptance fee is as follows:

You have not mentioned the Category you belong to, so I'm considering it as General Category and giving information based on it. It is different to get free seat for your TS EAMCET Rank.
To get free seat/ full fees reimbursement, your TS EAMCET Rank must be less than 10,000 and your parents must not be Goverment employees and their income must be less than Rs. 2 Lakhs if you belong to OC or BC Category. If you belong to SC/ ST Category then you can get free seat irrespective of your TS EAMCET Rank but your parent's income must be less than Rs. 5 Lakhs per annum and they should not be government employees. As per media report 2022, a total of 14 BTech students were placed during AKTU placements 2022 with an annual package of INR 15 LPA. The training and placement department had invited software company to held a two-day hiring drive for Associate Software Engineer roles. On the first day, 512 female students completed a coding test online. Out of those students, 50 female students were selected for the next stage. All 26 students were shortlisted for the two rounds, i.e., Technical and HR round. At the last, a total of 14 students were selected for the placement drive 2022.
