The UPSC Civil Services Examination (CSE) is conducted in three stages: Prelims, Mains, and Interview. The syllabus for each stage is different.
1. The Prelims stage consists of two papers: General Studies Paper-I and General Studies Paper-II (CSAT). The syllabus for General Studies Paper-I includes current events of national and international importance, the history of India and Indian national movement, Indian and world geography, Indian polity and governance, economic and social development, environmental ecology, biodiversity and climate change, and general Science. The syllabus for General Studies Paper-II (CSAT) includes comprehension, interpersonal skills including communication skills, logical reasoning and analytical ability, decision-making and problem-solving, general mental ability, basic numeracy, and data interpretation.
2. The Mains stage consists of nine papers: two qualifying language papers (one in English and one in a language of the candidate's choice), one essay paper, four general studies papers (GS I-IV), and two optional subject papers. The syllabus for the essay paper is open-ended and candidates are expected to write essays on multiple topics. The syllabus for the four general studies papers covers topics such as Indian heritage and culture, history and geography of the world and society; governance, constitution, polity, social justice, and international relations; technology, economic development, biodiversity, environment, security, and disaster management; ethics, integrity, and aptitude. The syllabus for the optional subject papers depends on the subject chosen by the candidate.
3. The Interview stage does not have a fixed syllabus. It is a personality test intended to assess the candidates' mental caliber and suitability for a career in public service.

Culinary Arts is a part of Hotel Management only. Culinary arts in other words is also known as Food Production. If you want to be a professional chef then pursuing a course in culinary arts will be better but if you want to keep other departments open also then you shall opt for a general hotel management programme. where you will be taught for all 4 departments Front Office, House Keeping, food & beverage service, and food production.
My friend completed BSc in Hotel Management and one has taken admission to the BA(Culinary Arts) at LPU.

Let me share a few points about the Hotel Management programme at LPU :
Curriculum: High academic standards are maintained by offering the curriculum framed in consultation with industry experts.
Student exposure: Being a part of a resource-rich University, the students have an advantage of interdisciplinary exposure which is not possible in standalone colleges.
Uni-Hotel: The School also trains its students in the campus hotel named UniHotel of 25 rooms hosting national and international guests where students practice along with the staff.
Infrastructure: The School has five modern kitchens with two bakeries. All kitchens and bakeries are equipped to enable a student to perform scientifically and to attain their best of learning through the most modern gazettes. We have a few training restaurants to teach a student about the authentic serving style of food and beverage. We are equipped with one front office laboratory, two housekeeping laboratories, two computer laboratories with 60 computers, and a simulation laboratory for aviation.
Placement: Good placements record with minimum 10% students selected as Management Trainee (Junior Executive level) till date and the placement is with brands like Cox & Kings, Carnival Cruise, Jet Airways, Oberoi, Taj, Leela, etc.
