Techno Main Salt Lake is a good engineering college in West Bengal but Haldia Institute is slight better. When pursuing engineering from college of same brand value what make the difference is extra skills you acquire during the course. I will prefer Haldia but you can make decision on basis of fees, brand value, teaching quality etc. Try to pursue extra skills like AI/ ML/ Data Science during your engineering and can plan any engineering competitive exam which is in allignment with your B. teh like GATE/ UPSC Engineering services / SSC JE / ISRO etc. These exam require engineering knowledge thus do not require much extra efforts. You can go for those colleges which do not consider CLAT score at the time of admissions. But at the same time you should have also given other Law Entrance Exam like MH-CET.

You have good chances of making it to CSE branch at the institution, though it can't be assured. As per the past year trends and cutoffs, seats for CSE are filled between 800-1000 ranks but it is also to be noted that the intakes are limited based on PESSAT ranks as admissions are also offered through KCET and management/NRI quota. You should get other courses including ECE, EEE comfortably and as per my opinion definitely participate in counseling procedure as PES is full of opportunities irrespective of branches.
