The Certified Ethical Hacker (CEH) is a professional certification provided by the International Council of E-Commerce Consultants (EC-Council.)
As such there is no eligibility to learn ethical hacking. It's one of the several courses in technology and computer science. Just make sure that before you learn it, you are an expert in network security.
There are various institutes offering this course. You need to be very careful as selecting a right institute will be the main step in building your career. You need to check some of the important parameters while selecting an institute such as how old the institute is, batch size, syllabus, faculty, fees, placements, etc.

Eligibility Criteria for B.Lib.Sc
Reputed colleges require at least 50% marks in graduation for getting admission. The qualification required for doing B.Lib.Sc program is a bachelor's degree with any specialization. Some of the colleges are preferring candidates with science background.
Admission Procedure
Some of the colleges are conducting entrance tests for choosing the right applicant. The admission depends on the percentage of marks in the entrance test. But in India for most of the library science courses, it is the percentage of marks in 12th, which is considered for admission.
