A minimum of 60% marks in aggregate (of all the years/semesters) or 6.00 CGPA on a 10 point scale or equivalent in the qualifying degree.
So you are definitely eligible for applying. Along with this, you need to score at least 90 percentile to apply. To be the final covert you have to score around 98 in CAT. That is not actually the case. They say so because the older IITs are already well established than the new ones. They have shown better results, placement records and rankings too.
But the new IITs do require some time to establish themselves and to attain the reputation of the older ones. It is not that they are not good, it is that they are not preferable in comparison with older ones.
Anyways, all these are government institutions and so you need to hesitate to go for them as they will be better in all aspects.
