Marketing and CWA are totally two different fields. To answer your question, YES! you should retake the GRE. Considering the potential you have after seeing your CGPA, you must retake the GRE and score above 1500. You definitely deserve Caltech, but 1360 is a bit on the lower end for CALTECH. You should score above 1500 atleast and by the looks of your CGPA, i don't think it should be a problem for you.
Now, whether or not you should give the subject GRE depends on the subject you want to apply for. Let me know the subject you want to apply for.

There seems no such problem with the degree value of the course pursued from SMU. With a distance degree from a recognized University, you will still be eligible.

To get a job related to Marine science, you will have to write the exam for the Directorate General of Shipping as this will fetch you good careers related to your field of education. Civil services are quite different ans the exam for this is conducted by the UPSC. There are several exams conducted for different govt services out of which none seem to be directly related to the Marine except iof you plan to write CDS exam for Naval Services (Defense).
Opting for either of it will entirely depend on your area of interest.

I would say that although, most of the reputed Universities will give you decent placements but more than the University, placements would depend on your own capabilities, capacity to perform on the programme and how you use the knowledge earned to get job placements.
