Yes, you can take admission into M-tech course without GATE score card. You can take admission in state technical university affiliated colleges by appearing for an entrance exam conducted every year by respective state university/colleges etc.
With Gate score you may take admission in some renowned institute's like IIT's, NIT's, BIT's etc.

Well this really depends on the interviewer. There is no differentiation on the part of the placement committee or the placement process. The short listing isn't done on the basis whether you are a DCP student or not so no worries there. However, the interviewer may or may not prefer that is totally up to them.
