I would say that it is completely on your choice, definitely if you get a degree from a national level University say for example Delhi University it will add great value to your resume and would get you better job opportunities but if you want to be in Bihar and don't want to move out in any other area even after completing your graduation then in that case you can go for Universities providing BBA in Bihar.

You would have to choose the stream depending upon your interest only as BBA and Animation are entirely different. In case you are looking for something different as a career option you can definitely chose Animation and/or Visual Effects. And as you have completed 12th, you can go for B.Sc. in Animation and Multimedia from a reputed academy/university.
NID has always been best for creative courses. But if focusing on B.SC. in Animation-Multimedia, then i would recommend Sikkim Manipal University, as it well known and reputed. Frameboxx academy provides a degree from the same university and have an industry-oriented curriculum.
B.Sc. degree from a reputed university and well-known academy will provide you several different career options. Animation, in general, is not limited to just cartoon or movies and stuff, but is a very vast field. Also, there are several different types of courses available for this field. Specially Visual Effects is a superb stream to go for. You can also work for Advertising agencies, Film Industry, Organizations related to scientific Researches & Technology, Product Designing, Commercials, Architectural, Interior Designing etc after doing the course.

Documents required to apply for admission- Class 10 and 12 marksheets and Passing certificate, sem wise or year wise marksheets, degree certificate or provsional certificate, Statement of Purpose, Letters of Recommendation(2), Work experience letters from all employers (if any), CV (if you have work ex), A copy of your passport(1st and Last Page), IELTS (6 min for UG courses and 6.5 min for PG courses). IELTS can be submitted later on if not already written.
