Dear Jaspal,
Yes, B.Tech percentage does matter in pursuing MS courses in Germany. However Universities do not mention and specific cut-off on their site because of 2 reasons:-
1. Universities abroad evaluate a person's overall profile than just specific scores. For ex: - 10th, 12th, Bachelors scores, work experience (if any), extra-curricular etc.
2. As Vikas rightly pointed out, cut-offs for admission keep changing from year to year depending upon the type of applications received. However they are generally very high for German Public Universities.

If talk about B.Sc. Agriculture, I will put LPU above. School of Agriculture, LPU is Accredited with ICAR. No private University has the ICAR Accreditation, so LPU become the first to get the ICAR accreditation. LPU offers the B.Sc. Agriculture with hons. Degree is much more standardized and superior than the general degree. So this is also one of the factor to be considered. LPU provide the overall exposure through innovative pedagogy, updated curriculum, industry focused academics. Students are exposed to Commercial farms (350 acres) to know-how that create an opportunity for students to engage and tone up their endurance, confidence
