you have to give entrance test for take admission in PHD you are exempted for test only some cases if you have valid NET or GATE score or you have Mphil degree. you can also make research proposal and send it or shoe it to some guide if they like then they can ask you for admission procedure , research proposal also play a good role in PHD admission

Assuming tht u have invested a year or two in ur college, swapping to other college or university will not help you as again u have to invest same amount of years, because u cannot show ur past records as it will reveal ur disciplinary action. i would suggest you to reason out wit authorities by way of apology or suitable undertaking tht u wont repeat it again. i believe authorities will make an exception and help you by letting to continue wit ur studies, tho this quite depends on the seriousness of indiscipline and misconduct. Give it a try, it may work.
