Yes friend you can surely apply for higher studies.you can apply for open learning/correspondence in govt universities or you can apply in private universities but that would be a money consuming task.plz dont loose hope.now focus on higher studies and work hard friend

For B.Sc(CSE) eligibility is
Pass with 50% aggregate marks in 10+2 or equivalent (with English, Physics and Maths).
There is no need for any entrance test beside you can give TFA that is Test for Financial Aid where you can avail the benifit of scholarship.
