This will be decided by the university, generally waivers are not given by Canadian universities but if your overall profile is good they may or at max can offer you a bridge course in English. I will really advise you to check with the universities directly.

You can start preparing for CAT in your final year as one can take CAT either in his/her final year of graduation or after completing it. But do ensure that the CAT preparation doesn't affect your engineering studies. You may start preparing for it indirectly, now too, by improving your English vocabulary and solving logical puzzles.

Hindustan College is not a good option for pursuing MBA as it doesn't have a rank in the top 50 colleges in India. Better avoid it and aim for the reputed colleges.
