Please remember the history of backlogs would not affect your friend's chances of getting admission in American universities as long as he fulfils the eligibility criteria for admission, however please make sure that by the time he apply for admission he should not have any backlog and all the pending backlogs should be cleared.
Now coming to VISA, then your friend should say that he had backlogs but they are cleared now, and if he fulfil all the academic and financial requirements then he nay surely get a VISA.
In order to pursue masters degree from universities in US, he need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus he need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
