To be eligible for UPSC exam :
- You need to pass graduation in any field from any recognized university.
- You are eligible if you are in the final year of graduation.
- Your age must be between 21 to 30 years. 3 and 5 years of relaxation for OBC and SC/ST respectively.
- You must be an Indian citizen.

Hi,
Please remember the history of backlogs would not affect your friend's chances of getting admission in American universities as long as he fulfil the eligibility criteria for admission, however please make sure that by the time your friend apply for admission he must have cleared all his backlogs.
No coming to VISA, then your friend should say that he had backlogs but they are cleared now, and if he fulfil all the academic and financial requirements then he nay surely get a VISA.

I would request you to mention the specialization you have pursued in B.Sc so that it will be easier to guide you with the appropriate course.
For now, after B.Sc, you have two options :
1) You may opt for M.Sc to study the research side.
