Please remember the average tuition fees to pursue studies from universities in Germany is around 1,50,000-2,00,000 Rs per semester, and average living expenses are about 7,00,000-8,00,000 Rs per year, the tuition fee and living expenses might be more or less depending on the university and location.
Please remember the cost of education in Germany is very less as compared to US,UK, Canada and Australia but getting admission in German universities is very competitive you need to have very good academic record to get admission in German universities.
In order to pursue masters degree from universities in Germany, you need to have relevant undergraduate degree from recognized university with good academic record preferably 70%-80% plus in graduation, plus you need to take below mentioned tests:

- You need to pass 12th in Science with Physics, Chemistry, Biology and English with minimum 60% .
- You should have completed 17 years of age on or before 31st day of December of the year of admission.

Please remember the history of backlogs would not affect your friend's chances of getting admission in American universities as long as he fulfil the eligibility criteria for admission, however please make sure that by the time your friend apply for admission he must have cleared all his backlogs.
No coming to VISA, then your friend should say that he had backlogs but they are cleared now, and if he fulfil all the academic and financial requirements then he nay surely get a VISA.

I would request you to mention the specialization you have pursued in B.Sc so that it will be easier to guide you with the appropriate course.
For now, after B.Sc, you have two options :
1) You may opt for M.Sc to study the research side.
2) You may pursue MBA if you wish to move your career towards management line.
You have another option with you, i.e.,
You may plan to work in private or public sector industries of various types. After gaining a valuable work experience of a year or two you may finally get a clear picture about your interest area, whether to go with M.Sc or MBA.
So, in a nutshell, you should pursue a course based on your interest and skills as it will help you to achieve your long term career goals. Think and decide wisely where do you wish to see yourself in future.
