Normally speaking when you seek transfer from one college to another lots of requirements are to be MET. In your case, there is the issue of discontinuance for some years. I feel your only chance is to approach same institute again with request to resume suspended course. Best wishes to you.

University provides admission either on the basis of merit in the qualifying exam or merit in the entrance examination/interview conducted by the University
In case of MSW the candidates need to face interview for qualifications
Reservation for SC/ST & OBC candidates for admission into various programs will be as per the Government of India rules

There is no CAT exam required for fashion technology for NIFT and NIFT offers the course named as B.FTech. It is a four year course and for joining the course minimum percentage, you require is 50% in 12th standard, and if you are from Science background then it is well and good.
