I am indeed is having full sympathy with you. But the information that you are seeking is simply not available. Normally speaking when you seek transfer from one college to another lots of requirements are to be MET. In your case, there is the issue of discontinuance for some years. I feel your only chance is to approach same institute again with request to resume suspended course. Best wishes to you.

For registering for the exam visit upsc.gov.in, then go to active examination and find the notice of NDA. Download the notification and read it, it will lead you to registration link.

Admission Procedure
University provides admission either on the basis of merit in the qualifying exam or merit in the entrance examination/interview conducted by the University
In case of MSW the candidates need to face interview for qualifications
Reservation for SC/ST & OBC candidates for admission into various programs will be as per the Government of India rules
Limited hostel facility for boys and girls is available which will be provided subject to vacancy
