As you are planning for a distance education program, it can be done from anywhere in India provided the university has a learning center in your city, so for this you have to directly check with the University. As far as IFBI is concerned it is a decent Institute Established by NIIT in association with ICICI Bank started in 2006, it has decent industry recognition.

1) IELTS is 100% mandatory to take. You would need a minimum score of 6.5 band score with a minimum score of 6 in each section.
2)) Your professioanl experience will definitely add to your application. However, it is not only the quantity that is considered, but also the quality.
3) In order to suggest you universities, i would need to know your percentage as well as the estimated GRE score.
Do let me know.

As per the eligibility criteria for GATE , you can also apply for the exams even if you are appearing for the final year exams. All you need to take care is that you should be able to clear all your back logs before the admissions take place.
