Sectional cut offs are important, the college doesn't officially declare them but they surely consider it.
To get the call for the GDPI round you have to clear both the sectional cutoffs and the overall marks. It wont be disclosed to you that you have cleared the cutoffs or not as you will just get a letter with your selection details for the 2nd round.

While MBA can be done with graduation from any stream, your subjects must be relevant to it and 48% is quite low. The best way is to get admission into a diploma first and once you clear it, you can go for a degree. Check imperial college - Australia and feel free to revert.

You should not pursue MBBS from Russia because I also decided the same but as soon as I come to know that there students easily pass MBBS but then it gets really difficult here in India to clear MCI exams. I have consulted with those who have done MBBS from Russia. Those students are now taking MCI coaching classes in Delhi since last 2 to 3 years. Only 15-20% who go for this clears this and rest are not able to. You should better take a year drop and try again next year in India only.
