As per your query it seems that you wish to become a commercial pilot so for your reference find below the eligibility criteria to become a commercial pilot:
You must have completed your Class XII under the 10+2 system or its equivalent with a minimum of 50% marks in Mathematics and Physics.
Training in commercial flying can be taken with Flying clubs, the Rashtriya Udan Academy, Private Flying academies.
The training goes through 3 stages of licence.

When you are looking for PhD there is no question of best university.
Unless you find something new PhD can not be achieved.
Any university give you full funding and pay you stipend to do that is the best university. Because the funding does not come from University . In fact no university can afford this. Hence the money comes from an Industry who sponsors the research. You will agree no Industry will spend so much unless the standard of faculty and research facility is good in an university.
