Dear Amar,
The Director General of Shipping is the statutory Maritime authority, appointed by Govt. of India under the Merchant Shipping act 1958 and is responsible for implementation of the provisions of the act .
The Directorate General ensures implementation of various international Conventions, relating to safely requirements for prevention of pollution and other mandatory requirements of International Maritime Organization.

Hi I would like to know why you are flipping the carrier. Microbiology is field in biology and biotechnology is field related to IT in biological field. It will be a bit difficult for you to do Bio technology. Now on the future perspective there is nothing much career on MSC bio technology . because in India healthcare domain in IT is not much grown. All this comment is as per my experience.

You need to check with the university in Singapore. Usually universities accept the Ignou degree but still you need to check.
