To the best of my knowledge and research, IGNOU does not offer a masters course in Fashion designing. However there are many other institutes that offer this course.
Fashion designing is an upcoming course and has a lot of demand in the glamorous world.

Hi Dhanya,
Although, you can join MBA program after completing your BE, but if you are planing to do it through a full time MBA Institute you need to appear for various Entrance examinations like CAT, XAT, MAT etc. For the session 2011 almost all the Entrance examinations are over or about to get over so you can only target the year 2012.
As these Entrance Examinations are not a cake walk, advisable would be that you should start preparing for them right away.
