If your degree is approved by UGC then its valid everywhere so if you want to go for higher studies then you may go however in some countries Indian universities are defined by as per the assessment levels like Tier 1,2,3 .

Indian Coast Guard/ Indian Navy recruits candidates through two process : The first one is through the NDA i.e. after the 12th exams and the next is through SSC/ CDS exam and for this the minimum requirement is a Graduate. But most commonly, students with science backgrounds are eligible for the positions in Indian Navy / Indian Coast Guard.
As you have mentioned that your qualification is a B.Com, you are not eligible for the Indian Coast Guard services.

If you want to justify your experience in SAP, then i think the best option for you should be masters in software engineering. You can also apply for electronics engineering as you have a background in the same, but definitely software engineering will be a better option considering you want to stick with SAP.
