Teachers in mechanical department are quite good. And once you come to college you will realize that teachers don't matter much. Self study is must. And as far as the facilities are concerned, there are well equipped labs which you can go and use any time, even for your project. Germany is very much known for its technological advancements, especially Automobile and mechanical. Few good universities that you can look for are
