It purely depends on what you wish to pursue further and in which country. CAT is for admissions to management institutes in india for courses like mba, PGP, pgdm etc.
GMAT is international standardized test for business management colleges for post graduation accepted in most of the countries.
GRE is for master's in other subjects than management for post graduation courses again abroad.
TOEFL/ IELTS is the English language proficiency test accepted in almost every country abroad.
So ideally , you will either be taking GMAT/GRE and TOEFL/IELTS to apply abroad.

U should try to be more strategic, hard working and studious before failing in all attempts. IAS is a premiere exam which one should not compete just like that without having a right preparation. As a general candidate u hv 6 chances and 32 is the age bar. For reserved category people, it is more high. So just do not let it go like that, join good institute and take preparation. In Mumbai there are colleges like nmims sydenham jamnalal bajaj
Welingkar sies dalmia met ies chetana
For pgdm (equivalent of mba) there is gd pi process in all colleges
For mms(mba of colleges affiliated to mumbai university) the admission is through centralised admission process online hence no gd pi
Many people opt for mms since it is proper master degree and pgdm is diploma equivalent
