The MBA is a 2 years course and you can join after completion of your degree. Any graduate from a recognised University is eligible for MBA but most of the good collegees conducts the entrance examination for admission.

Although, Aviation is a field which offers bright future but there are not many Universities which will provide you an MBA with Aviation as a specialization so I would suggest you to opt for some more popular Management Specialization like Operations. However, as far as UPES is concerned it is one of the decent Institutes approved by UGC, so you can go ahead for the programme through UPES.

UPSC is the body which conducts several exams for the government services and most of these jobs are at the central/ state government. What kind of job you shall get will entirely depends on the position and for which exam you have applied to.
