Hi Shakib,
For Part time you do need to attend Classes so, if you are in Village and there is no part time Institutes near by your Village, it will be difficult for you to attend the classes so it would be better to go for Correspondence programme, in case you can go out of your Village and attend classes then go for Part time. In order to pursue Phd, you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
It may take three to six years to complete your PHD, depending on the field you select and your mentor.
The general eligibility criteria for PHD students are as follows :(though it may vary from university to university)

You may try for higher end courses, I mean in another university, be it private. I feel you have the certificates with you than looking for another degree. I presume that you have your colleagues facing a similar situation who can group together and approach the concerned authorities for a possible solution. Can you list the name of the university, any way?
