For Part time you do need to attend Classes so, if you are in Village and there is no part time Institutes near by your Village, it will be difficult for you to attend the classes so it would be better to go for Correspondence programme, in case you can go out of your Village and attend classes then go for Part time. You may try for higher end courses, I mean in another university, be it private. I feel you have the certificates with you than looking for another degree. I presume that you have your colleagues facing a similar situation who can group together and approach the concerned authorities for a possible solution. Can you list the name of the university, any way?
