With this rank, although, you would be able to get a college but not the top rung colleges like Jaipuria Institute, Shri Ram Swaroop Memorial Collge of Engineering & Technology, ITM, Vishveshwarya Institute of Engineering and Technology etc. so try with 2nd or 3rd tier. As far as online counseling is concerned you need to apply online and take a date for document verification. For complete information you have to get in touch with the University.

you have to first of all pass the Graduation Degree. There after, you have to appear for the Indian Civil Services Examination, Preliminary and Main Exam, to qualify for Interview. The civil services exam is conducted every year by the Union Public Service Commission, New Delhi, for IAS, IPS etc. and Income Tax Officer also. There are two options - 1. Appear for the Civil Services Examination conducted by UPSC. The exam selects candidates for senior positions in various Government Departments including Income tax (IRS). The usual place for such candidates is Asst. Commissioner of Income Tax. 2. Appear in the Combined Graduate level examination conducted by Staff Selection Commission (next one in December, 2009) and get selected for Income Tax Inspector, on promotion one can become ITO. As correctly mentioned by Kesasan, becoming a Tax officer you will require to apply and write to qualify the IRS that is conducted by the UPSC for the top / elite designations; other than this you can also apply through the SSC for similar positions.
But the minimum eligibility remains to be a graduate degree holder from a well reputed and a recognized university. To prepare for these exams, you nay consider to opt for some good coaching institutes and to know about these, please refer to the following link:

First of all I would like to congratulate you on your high score both in MAT and UPSEE. I would suggest you to apply through both and try & get into the best Institute. There are good Institute under UPSEE as well like Jaipuria Institute, Shri Ram Swaroop Memorial Collge of Engineering & Technology, ITM, Vishveshwarya Institute of Engineering and Technology etc. Out of the above mentioned Institutes IILM the one you should target with your kind of percentage, and try and get admission to IILM Lodhi road as this is the best amongst all IILM.
I would like to add here that few of the things which you should keep in mind while choosing the Institute are: First and foremost the recognition of the Institute (the institute must be recognized by UGC or AICTE), Secondly, the course curriculum and the study material, the infrastructure, the faculty(their educational background), the placement, last but not least Institutes reputation in the job market for which you should visit the institute and try and talk to the current batch students and get few of the alumnae contacts as well. This will give you a real picture about the institute.
