It is not possible to get into a NIT/CFTI/IIIT. But some regional government engineering college might take you in if you hold some category quota supposedly.
Try your luck or else you can drop a year to get a better rank in JEE next year. If not that, then you always have option to join a private institute.

You have to be more specific about certain things such as the program of study, bachelor or masters and the country if you have decided yet. In general, you must have at least 55%, take the IELTS or TOEFL. There may be more requirements depending on where you want to study.

BENGALURU: The counselling for undergraduate engineering seats under COMEDK (Consortium of Medical Engineering and Dental Colleges of Karnataka), which was scheduled to begin on Friday, has been postponed again due to the delay in announcement of National Eligibility cum Entrance Test (NEET) 2017 results.
A communication from COMEDK says, the counselling will start on June 12. The registration for the first round of online counselling will commence on June 12 and the option entry process will be held between June 12 and June 20.

Your 12th percentage is good but the JEE rank makes it doubtful if you can get into a government institute or not. If you have reservation under some category then you might get into home state government college. But getting CSE in that case is still difficult.
You can either get into the college with whatever branch you are getting and if you try enough, later you can get your desired branch through internal sliding after first year or you can drop a year to get a better rank that will get you into a reputed college with your desired branch.
Also, do try for some low rank NIT's till spot round. You might hold a chance if you are lucky

Admission procedure for any candidate is same in BIT Mesra, except if you are from a reserved category, then you have to show the category certificate whenever and wherever asked. This certificate will be asked you few times during the admission procedure and you have to produce it positively.
