Hi Vidhi,
You can apply if you have been offered admission by a university. You must not only see IELTS but also if you have MET other admission requirements of the university. Your IELTS score is good for UG course. If you have the admission offer then you can apply for the visa not before it.

You cannot get admission in NITs, as there are only 559 seats in all NITs. You can get admission in most of the government colleges. There are quite less chances for you to get admission in JJ College.

See the eligibility criteria, you are seeking admission through lateral entry so for lateral entry admission scheme to get into the 2nd year of B.Tech your Diploma CGPA or Percentage is considered for the admission. You need to get a minimum of 6/10 CGPA or similar percentage. But, you will get the seat only after the merit list or if you are eligible, then you may give entrance exam and as per the entrance exam result will be able to manage a seat. Good Luck.

Hello,
Yes, you can get Government College, but you have to face little problems like you may find difficulty in finding admission in DU North campus, but you can get admission at DU South campus. Likewise, chances are there to get admission in government universities but which are less famous. You can search in universities in Haryana. Good luck.
