Frankly speaking none of these are ranked in top 100 Engineering college ranking and these are colleges from different areas few from Bangalore, few from Indore so on and so forth, so giving them a rank is actually difficult. However, Vels, Kalaslingam, & VMKVEC are few of the old and well established Universities compare to all the others which are only few years old.
I would like to add here that to have more in-depth information on all these institutes you should do a thorough research through various sources like their website and if possible try and visit the institutes and after all the research work do a self assessment

Well as for my understanding is concerned, IPCC stands for Intergovernmental Panel on Climate Change.And if you are inquiring about this only, the eligibility requirements are as follows:
* Scholars should come from developing countries, and priority is given to those from least developed countries and small island developing states* Scholars should be younger than 40 years of age* Scholars must have completed a University Degree (the minimum requirement is a Bachelor degree)
The vacancies are leveled in the form of Working Group/ task forces and the requirements and the work profile differ from each other.
