Yes, you can change the branch in B.Tech after your Diploma. There is no problem in changing the stream. It's a student's choice and also depends on the seat availability. You can choose your stream according to your interest but you may face interview questions based on mismatch i.e. shifting stream from CSE to AE in B.Tech.

It's good you think about your future differently from those who choose engineering as their initial studies afyer 12th but I will not specifically suggest course but say you chose any course which are new and non conventional which have long term benefits in this modern world. Since you haven't even completed your 1st year, you are not eligible for lateral entry in any another college.
You will have to go through the whole admission process all over again in your desired college.
