Although, you have not mentioned the name of your college, but if you feel that you are not getting a job in IB field because you don't have a degree from a recognised college you are not completely right as there are more important factors in your career growth than your Institutes recognition or ranking, which are your own capabilities, how you have performed on your course, whether the course you have opted for has a good job market, In which field hiring has been done by companies came for on campus recruitments, last but not least how you use your knowledge earned at the time of placement interviews.

Although, you have not mentioned your educational or professional background but, a management program done through a right kind of Institute at the right time would always give good results, as a Management program is one of the most popular degree, not only in India but abroad. Generally Executive programs are for those who are working professionals who has good amount of experience in their field and want to have a degree to get to the higher postions. MBA and MS/M.Tech are two different fields of specialization, so you should go by your interests. Are you good at management / HR , etc. or want to continue in the technical line.
Talking about MS & M.Tech. difference, MS is offered by many universities outside India and it is the equivalent PG degree to that of M.Tech. we do herein India.
MS basically focuses more on practical and research work while M.Tech. focuses more on theory.

An MBA, that too through regular School, definitely would give a good boost to your career. However, the sallary component varies and depends on several other factors apart from your degree. It depends on how you perform on the program, how you use the knowledge earned in the program at the time of Interviews(your negotiating skills) & what is level of the company in which you get placement.
In conclusion I would like to say, a degree from a good Institution combined with the other factors mentioned above will land you a good job.
