A fully free program is not available abroad, particularly for international students. Germany is close to free, but you must have an outstanding academic record to be considered for admissions. You can also consider taking education loan. Again, if you have outstanding academic profile you can expect for scholarships, which are awarded by the universities on basis of merit.

You can opt for the engineering branch that you love the most and are most passionate about and analyze the future work conditions, scope and growth prospects before taking admission.
You can also opt for psychometric test comprising of aptitude, personality and career interest to clear confusion.
Go with the branch that you like because, if you force any branch on yourself, you will eventually lose interest and it will be of no use to you.

I will suggest Networks Era for Cisco CCNA, CCNA, or CCIE in any track because they have real and live Cisco equipments like Cisco router 1800, 2600, 2811, 3725, 3800 series, Cisco switches 2950, 2960, 3550, 3560 and ASA fireall and so on.
