You don't need to get a migration Certificate to do M.Com
You need to get you undergraduate degree and apply for M.Com in different colleges. Then you need to give entrance exams or whatever the eligibility criteria is.

Like there is cutoff of 75% marks to be scored in 12th for students seeking admission in IIT's.
