Yes in order to do Phd in Law you need to score 55% in your masters. I am sorry but even for distance learning course you need to score 55% in your masters.

You can carry your previous semester's marks list. Also, you get a study or bonafide certificate from your college or university. And, also some institutions may ask you to get a letter from your present college regarding the expected date of results.
You can also call the admissions block of the college you are shortlisted and inquire for other details.
