Doing PDGM or not has to be your decision. If you think that before giving a shot to civil services exam you should have a post graduate degree then you can go ahead for the CAT exam and do PGDM otherwise being a graduate also makes you eligible for the IAS exam.
As far as its impact on IAS exam is concerned, I don't think that appearing in CAT exam will in any case help you in IAS exam.
So think and plan accordingly. All the best.
