Here are excerpts from the website of IGNOU. I gave these excerpts because the candidate is a woman and housewife. Moreover, IGNOU is most suited in the case when it is the factor or growing age, married life or family concerns. Now, if your wife can do an M Phil before the PhD then she comes under the eligibility criterion because she doesn't have 55% in master degree. If you belong to the SC/ST category then you require just 50% and that you have. So, please go through the following so that you can take a decision.
Eligibility:
i) For Category 'A':
a) At least 55 % of marks (50 % for SC/ST category) in Master in Library and Information Science (MLIS) from a recognized university
And
M Phil degree from a recognized universityOR
b) At least 55 % of marks (50 % for SC/ST category) in Master in Library and Information Science (MLIS) from a recognized university
And
Five years of teaching/research experience in a lecturer's grade (UGC). Such candidates may be exempted by the Doctoral Committee from undergoing course work (worth 32 credits and a minimum of one year duration). However, they cannot claim this exemption on the basis of having M Phil degree or five years of teaching/research experience as the exemption is to be decided by the Doctoral Committee on the basis of candidates' knowledge and skills in the area of research proposal by her/him.
ii) For Category 'B':
a) At least 55 % of marks (50 % for SC/ST category) in MLIS from a recognized University . Such candidates shall have to do course work (32 credits and in a minimum of one year duration).
iii) Mode of Selection
Entrance Test + Interview + Presentation + Viva Voce
Note
Those who have qualified UGC NET are exempted from Entrance Test.
The application should be accompanied by a synopsis complete in all respect (see the synopsis outline given in the section ahead).
Applications without synopsis will not be considered.
Short-listing of applications will be done on the basis of minimum eligibility criteria laid down and the appropriateness and viability of the synopsis.
May, this helps. This eligibility is universal for other institutions too. You can check other options also. In fact the 55% marks (in master degree) criteria has now been universal. Otherwise M Phil is required. I would suggest to opt for M Phil and not PhD. Once, M Phil is completed then you have more options for PhD. :-)

Design is a field that is age old and has been evolving every year like science. Sometimes student Artists are too much enamoured by Fine Arts preventing them to look objectively at Design. Of course at the top of the pile lies Concept Designing (usually reserved for writers and visionaries) - these people are required by Event Companies, Animation Studios, VFX Studios, & of course Game Studios. At this stage, you may want to understand the creative world and the careers it offers. Interiors, textile as well as Web Design rely on the same skills - your layout skills and color sense. Journalism also is at this level and relies on your language skills & knowledge of history and current affairs. A little higher perches Graphic Design, Fashion Design, jewellery design, Acting, & Fine Arts which rely on one of your artistic skills - sketching & imagination. At a similar level perches VFX as well as Motion Graphics which rely on one of your artistic skills - Cinematographic skills & imagination. Then come careers like Animation, Film Making, Game Design which rely on multiple talents like your authority over sketching, acting, direction, voice, sound, writing, storytelling and problem solving skills etc. Any extra skill can be used in this. So it turns out to be one of the most challenging as well as satisfying careers. Sure not recommended for the weak hearted. Do remember that digital design careers (e.g. web design, graphics, UI design, animation, vfx, multimedia) give better profits since they can be delivered anywhere in the world & hence may earn in dollars - resulting in better rewards for designers.
