Sorry to say but you haven't cleared JEE Mains required cutoff. So, there is no way to get a good college accepting JEE Mains score. You may get admission in a private college based on your 12th percentage.

Of course you can and you should given that you have interest in the same. You just have to make sure you get a good score in both JEE and 12th boards, or other entrance exams to get CSE. Since CSE is the branch in demand and closes at an early rank, you need to get a good rank.
