The admissions are not offered on basis of IELTS scores alone. Though your scores are poor you may still check with the universities or colleges if you could do a bridge course in English to meet the English proficiency requirements. But, you must also check if you have met the average grade requirements.

One cannot give the correct judgement about the difficulty level of maths in CAT or CAT as whole.
Since everybody has a different understanding but let me tell you it is the syllabus of 9th and 10th that comes in CAT. It is all about time management and, logical skills. You need to be fast and you are expected to attempt a question that is easy and less time taking for you to do.
I would suggest you to go through the syllabus of CAT and some of the previous year question papers to analyze the difficulty level.

To get a college through JEE main exam, you need to get atleast 75% in your board exam. As you have got only 57% you cannot seek admission in any college under JEE. So, try to get a college that accepts both JEE Mains score and board exam marks.

Yes, it is a good choice. The electronics and communication engineering graduates get jobs in almost all sort of fields. They can work in IT firms, their core jobs, in aeronautical sector, automobile sectors and so on.
But these days, ECE graduates don't get many core jobs, but as they can work in all sort of fields they can be successful.
Choose the best college and try to get a core job.
