The passing marks for any subject is minimum 33%.
If you're good in Computer Science then you can apply for B.Tech in Computer Science and Engineering at University of Technology and Shillong. UTM is MIT Pune's Shillong campus http://utm.ac.in/BTech.php

Getting in MANIT with this rank seems little difficult. But, you may still try for other nits and gfits offering B.Arch courses. Check out jossa site for the complete list of collages offering your preferred course. Instead trying for some private collages and university would also be a good option.
