No BE is not equivalent to MCA, both are different to each other. BE is 4 years graduation course in any specialization (Electronic / Electrical / Mechanical/Computer Science / Automotive / IT.etc) while MCA (Master in Computer Applications) is a post graduation degree course in Computer Science.
Some industry/Firms considers pay scale and job profile of a B.tech candidate equivalent to MCA candidate if applying for a same job profile. So it won't be a better option to do a diploma.
From education point of view one is graduation and other is post graduation.

Yes, you can do!!
Go with some PG courses in your interested area MCA will be better choice,
you can do it part-time as it wont disturb your day today routine.
But if you wish for a full time course you need to crack an entrance.
While considering an institution please check whether the institute is UGC/AICTE approved.
