You can not do two PG degrees simultaneously. Universities may not allow this unless they have dual degree programme. You may do one regular PG degree and register for second PG degree by distance learning. But this arrangement may be very taxing for you.

In my opinion, you should pursue with UG, PG and P.hD or should qualify NET to become a teacher. In this sense, you should take admission in B.Com right after 12th in a reputed university.
