UGC is a statutory body who looks into how degrees to be awarded and how degree awarding institute should function and also maintains quality in higher education in India.
For higher studies in India as well as abroad and also for public sector job, a university must have approval from UGC. A university non recognized by uGC does not hold any value
AICTE is a separate body who looks into management and technical education (MBA,MCA, BE, B.Tech, ME, M.Tech etc.) and for government job based on these qualification, the institute and programme must have AICTE approval. I hope this clarify your doubt

Pradeep, If you're creative, you can always consider going for Design and Animation. A good mentor and wise selection of courses with a good school, followed by diligent learning, would get you a head start in your career. However, you must check your suitability for this field. Animation is an art form and a very demanding career. It has ample opportunities for the creatively talented people. Opportunities lie in UI Design, Graphic Design, Storyboarding, Animation Design, Game Design, 3D Modelling, Texturing and Lighting, Dynamics and VFX and of course animation (2D and 3D). However, choosing between these must be done after seeing your performance in each of these. So going for a generic course covering all or most of these would be the best way to get started in these careers. Typically you should have good sketching skills to be able to make a sound career in this (if you work hard you can improve your drawing skills tremendously). I am afraid that there is no such MBA or PGDM course available in HR offered by good institutes.
However you may consider pursuing Certification or diploma courses in the same.
