Of course, there is no rule that an average students cannot apply for MBA. You need minimum 50% in graduation. Yes, your academic percentage also matters, you may not be able to make it to XLRI or IIMs but definitely you will find other A grade colleges under state universities where criterion is sole CET performance
Even if you cannot do that, you can tart job after graduation and later can pursue a part time MBA from tier 1 institutes like FMS, JBIMS, NMIMS

The placements are not affected as there are many private companies in insurance, IT, consulting and broking companies coming to college.

If you are looking more money side and to leave the engineering background, then you should opt MBA, but from tier1 institutes only.
When the question comes which MBA, you may need to look into your own prospects, plan etc
if you are interested in human behaviour, managing and developing people MBA in HR is a good option but that will not give you a higher salary. If you are from top 30 B schools like TISS, XLRI, Symbiosis, IIMs, you may get around 8 lakhs p.a.
