MAT test is usually conducted 4 times in a year in:
- February.
- May.
- September.
- December.
MAT test includes following sections:
1. Intelligence and Critical Reasoning.
2. Mathematical Ability.
3. Language Comprehension.
4. Data Analysis & Data Sufficiency.
5. Indian & Global Environment.
Regarding preparation of this test, I would suggest you to join some good coaching institute in your city which offers quality coaching for MAT and various other management entrance tests.
These institute offers regular and weekend classes, plus they conduct mock test on regular basis.

No you cannot take CAT test during second year of your graduation, however you may surely take this test during your final year.
For your reference find below the eligibility criteria to take CAT test:

Since you have completed Diploma in electrical engineering,i would advise you to continue with your job and opt for a distance course in aviation.
