Yes you can apply and if your qualifying marks is good then you will get a better university and you have some knowledge about German language because you are already take masters. Why don't you apply for Ph.d you have already masters degree save your time.

Typically, you require knowledge in Nuke and/ or Fusion to do well in this field. However, it is required that you must already be knowing graphic design (photoshop and design concepts), audio/ video editing (premiere/ after effects) and also a good 3D software (max or maya) before you want to go deeper into VFX. u can make ur future in computer field.after bba u can enroll for MCA which is equivalent to computer degree.and if u want to do from NIIT then there is also courses in NIIT and also u can do part time certificatn courses in programming languages.
but my opinion is to go for MCA.
