The "better" course is a subjective choice. By the name, if you want to go into research, academia and PhD go for M.Sc. If you are more drawn towards the tech industry roles go for MTech. Note that the graduation degree you have determines if you're eligible for the M.Tech course or not. UG courses eligible for M.Tech courses are BE, BTech, BCA for some specializations, a 4 year BSc in a few specializations is also acceptable for MTech. Top M.Tech colleges require you to clear GATE exams.

MSc and MS are both referred to as Master of Science. The course just happens to have different names in different countries. It is MS in the US and Canada. Referred to as MSc in the UK, India, Australia, etc. (generally). MS is slightly more practical and research-heavy when compared. Usually, they're equal in value in the eyes of employers.
